• ORONO PLANNING COMMISSION MEETING <br />MINUTES FOR JULY 219 1997 <br />( #1 - #2187 Donald and Robing Helgager - Continued) <br />The original 1997 proposal included a mother -in -law apartment. The current proposal does not <br />include an apartment. A second story is planned over the garage area. This would result in the <br />second story being located within the 30' setback with the proposed 5' setback. Gaffron asked <br />Commission to consider this proposal and how it might affect the adjacent property's view of the <br />lake. He noted that the Planning Commission had found it difficult to allow additions to the <br />residence towards the street. There will still be an encroachment of the lakeshore setback but <br />less than that with the existing garage that will be removed under the proposed plan. <br />Heupel said the front entrance is now established. He said while the suggestion by Hawn for an <br />addition to the rear was appreciated, they had forgotten about the septic tanks being located in <br />that area. Other alternatives were not possible resulting in the request for the second story above <br />the garage. The current entrances to the home are from the porches on the front and side. <br />Hawn said she saw the driveway in front of the home as being a problem. Heupel said it serves <br />as a turnaround only. Robin Helgager said it is dangerous to attempt to turn around any where <br />else. Hawn questioned whether the driveway has to be extended across the whole front of the <br />is residence. Helgager said they are losing their parking currently used and are not able to park side <br />by side. Smith noted that there is no place to park off of the property. <br />McMillan asked how large the driveway area will be. Heupel said it is about 25' wide and the <br />length of the home. Helgager said she has three small children and the property drops off to the <br />side and would like the area for the children to play basketball. <br />Smith said the proposal is an improvement over the last application. While she does not like to <br />see adding to the mass of the structure, she prefers this proposal. <br />Hawn asked if the driveway would be blacktopped. Helgager said she would like it to be as it is <br />the only flat part of the yard. <br />McMillan asked if the next door neighbor approved of the plan. Heupel said he lived next door <br />and was in support of the plan. <br />Hawn inquired about trees being affected by the proposed plan. Helgager said one tree was lost, <br />but they plan on planting more trees. <br />Schroeder moved, Smith seconded, to approve Application #2187 for the hardships noted. Vote: <br />Ayes 6, Nays 0. <br />• <br />0 <br />
