MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON APRIL 21, 1997 <br />0 ( #14 - #2209 Spring Hill Golf Club - Continued) <br />(VI -C) Site Activity Impacts -1) Maintenance Activity - Gaffron noted the immediate <br />impacts on the neighborhood of the maintenance building may include noise, vibration, <br />odors, lights and activity by vehicles and equipment at differing hours that are generally <br />not associated with a residential neighborhood. The closest residence is about 200' to the <br />west. Staff recommends approval subject to compliance with City's ordinances regarding <br />noise, vibration, odors, lighting, etc. Commissioners agreed with recommendation 610. <br />(VI -C -2) Clubhouse Area Activity - Gaffron reiterated the clubhouse activities as noted <br />in the memo. Circumstances where higher levels of activity might occur is also noted. <br />Staff recommends approval be conditioned on the requirement of a new CUP if future <br />changes in the level of activity at the site occur or if the course is converted to a public <br />golf course. <br />Berg inquired if dinners or banquets would be held. Morrison said sandwich -type <br />offerings would be available. They don't envision use of the facilities by organizations. <br />He was unable to answer whether a club member would be able to hold a function such as <br />a wedding at the facility. The facility would be closed to lunches during the winter <br />months. An indoor practice facility would be open during the winter, Tom Crosby said <br />they would agree to a level of activity as prescribed by the City. <br />• <br />Commissioners agreed with Staff recommendation 6 /0. <br />(VI -C -3) Seasonal Use - Schroeder inquired if cross country skiing would be allowed. <br />Tim Johnson noted a problem with turf damage during the first and last snows as well as a <br />liability issue. Morrison said they did not intend to allow the course be used for such <br />activity. <br />Staff recommends the applicant define the level of activity occurring in the winter months <br />and what security measures will be taken. Commissioners agreed with recommendation <br />610, <br />(VI -D) Amenities - Gaffron reported amenities will include 4 guest rooms in additional to <br />kitchen facilities and locker rooms. Parking will be provided for 125 cars; 60 stalls are <br />required. A rest station with toilets and a concession stand is proposed north of CoRd 6 <br />tunnel. Commissioners recommended screening of the concession stand to lessen the <br />possibility of creating a public nuisance from CoRd 6. <br />The site plan calls for remodeling of the current building with some additions and <br />replacements. These improvements must meet setbacks and go through the building <br />permit process. <br />• <br />28 <br />
