C� <br />MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON APRIL 21, 1997 <br />{ #14 - #2209 Spring Hill Golf Club - Continued) <br />Smith suggested a combined use noting the Luce Line trail goes through the Wayzata <br />County Club. Morrison commented that the Luce Line does not cross the playing area as <br />it would have to in this case. Morrison said they are willing to work together regarding a <br />trail. <br />Staff recommendations are pending. <br />(IV -F) Utility Needs - No Staff recommendation. It was noted that the site will not be <br />provided with municipal sewer or water. <br />(IV -G) Tunnel Under CoRd 6 - Gaffron reported there are a number of issues regarding <br />the tunnel. One issue is elevation. Another issue is City participation regarding <br />partnership with responsibility of tunnel. Gaffron said the City recommends the developer <br />be responsible for maintenance. <br />Gappa said the County will not have long term agreements with private developers. He <br />indicated the need for a developers agreement. Hennepin County will conduct annual <br />inspections. <br />• Schroeder inquired if the tunnel would be a concrete culvert. He was informed that it <br />would be and built to required standards. The tunnel will be a 12'x8' rectangle. <br />There are no Staff recommendations at this time. <br />(V) Impact of Foregoing Alternative Site Uses <br />Gaffron reported that the golf club use will not generate Park Dedication fees because it is <br />not a subdivision. He said City Attorney Radio indicated there is no legislation by which <br />to collect such a fee. Gaffron said a park fee could be requested on a voluntary basis. <br />(V -A) The net developable acreage is 137 acres for a possible 55 lots. <br />(V -B) The City share of the annual tax base for 55 homes is $82,000. The City portion of <br />annual taxes received from Woodhill Country Club is $6,500. The City portion of annual <br />taxes received from Wayzata County Club is $15,900. <br />(V -C) While no park fee is charged because the golf club is not a subdivision, the park fee <br />per lot based on 55 lots would be $362,000 or $6,600 per lot. This is a significant loss in <br />potential park fees because of the proposed use. <br />26 <br />
