MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON APRIL 21, 1997 <br />• <br />( #14 - #2209 Spring Hill Golf Club - Continued) <br />Morrison noted the number of people that use Old Long Lake Road is small. Braman said <br />the East Long Lake Road project showed a peak p.m. traffic count increase of 10 cars. <br />The average daily traffic would increase 50 vehicles per day. Winston said she felt people <br />would learn how to use the short cut. Morrison said he thought people coming from the <br />east would use Hwy 101 to CoRd 6. Braman indicated the base traffic on CoRd 6 showed <br />an additional 163 cars per day. <br />Mayor Jabbour indicated the facts under review are based on the business plan which <br />indicates 185 members. He questioned if the club were to change, membership would <br />rise, resulting in a more active club. This would indicate CoRd 6 for access versus Spring <br />Hill Road. <br />Staff was asked to remark about left hand turns for egress versus a left turn to egress <br />Spring Hill Road. Cars would still be required to make a turn off and on CoRd 6. Gappa <br />said the rationale would be limiting movement off and on CoRd 6. Sight distance was also <br />noted to be a problem. <br />As a side note, Gappa noted that there is also a concern about sight distance on Tamarack. <br />Elimination of the field driveway just east of Tamarack would greatly improve the sight <br />• distance. <br />Winston said there would also be a safety issue regarding speed. She felt the entrance to <br />Spring Hill Road would not create additional distraction. Gappa agreed that there would <br />be problems with entrancing on CoRd 6. <br />• <br />Morrison said an entry off of CoRd 6 would be limited to only a small change in <br />movement east or west due to the placement of the golf holes. In response to the <br />comment about membership, Morrison said the facilities are designed for 185 members <br />and bylaws state 185 members. Lindquist noted a typical golf course has 300 members. <br />Gaffron asked if the Staff recommendation should be sent forward to the Council. <br />Schroeder said he would support the County recommendation. <br />Smith said she was undecided but would prefer CoRd 6. <br />Lindquist said he was also undecided but leans toward use of Spring Hill road. Stoddard, <br />Berg, and McMillan agreed with Lindquist. <br />24 <br />
