• <br />MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON APRIL 21, 1997 <br />( #13 - 42230 Georgina Hackney - Continued) <br />There were no public comments. <br />Stoddard moved, Smith seconded, to recommend approval of Application #2230. Vote: <br />Ayes 7, Nays 0. <br />( #14) #2209 SPRING HILL GOLF CLUB, 700 SPRING HILL ROAD - <br />VARIANCES /CONDITIONAL USE PERMIT - CONTINUATION OF PUBLIC <br />HEARING 9:38 P.M.-12:24 A.M. <br />Elizabeth Hawn abstained from the discussion. <br />Gaffron brought attention to three additional items distributed at the meeting: 1) revised <br />memo regarding the issues, 2) letter from Lee Frefich of the University of Minnesota <br />regarding the Big Woods, and 3) letter from property owner Duncan Dayton. He noted <br />the exhibits as indicated in the memo. Gaffron reported that the Medina City Council has <br />conceptually approved their conditional use permit. The Planning Commission has <br />reviewed the CUP /variance issues on three past occasions. The EAW comments have <br />been received. The City's environmental consultant is currently reviewing the EAW. The <br />Orono City Council is also currently reviewing the EAW comments and proposed <br />• responses and will take action in the near future on the need for an EIS. The EAW <br />information is provided for Planning Commission information only. Gaffron noted that the <br />applicant's engineer has responded to many items since the original Staff memo. The <br />revised memo handed out tonight contains recommendations on most issues identified to <br />date. <br />• <br />Lindquist asked Gaffron review the Staff memo step by step. <br />Representing the applicant were Jack Morrison, a founding club member, Attorney Tom <br />Crosby of Faegre Benson, and Project Manager and Superintendent Tim Johnson. <br />Jack Morrison asked to clarify certain points. He indicated it was their desire to build the <br />course and their belief that it is the best option for the property. He said it is unlikely that <br />the property will be left undeveloped. He brought attention to the letter by property <br />owner, Duncan Dayton, stating the golf course was the best use of the property. Dayton <br />also stated in the letter he would not donate the property nor grant conservation <br />easements over it. <br />15 <br />
