Russell called the meeting-to order with the following <br />members present: R. L. SearlesgS. M.HalperingWm.A.Curry,H.S.Riee, W. W. <br />WolfegD.S.Cleveland and Wm.T.Mills. Also present were S.B ;Belt,Se. <br />and Trustee C.R.Quady.Absent: H.M.Boldon and L.C.Davidson. <br />Mrs John Babitz was present on the matter of a petition to detach <br />Lots l and 29Block 59Streater °s Spring Park Addn.owned by Robert F. <br />Thurston and John H. Babitz respectively, and Lots 1,2 and 39Block <br />49same addn.owned by Elwood C.Thompson and Elise Collins respectively. <br />In view of the fact that Sprang Park and Orono are both consider- <br />ing the matter of how to handle sewage disposal,it was moved by <br />Halperin,seconded- by Curry9that the petition be tabled.Motion carried. <br />The Chair then appointed CurrygHalperin and Rice a committee to view <br />the properties and report their findings to the Commission at its next <br />meeting,July 2691962. <br />Previous to the meeting9all members present viewed the Eisinger dumps <br />Minor alterations were suggested and agreed upon by Mr.Eisinger. !y <br />convening9the "Report on DumpaP submitted to the commission Sept.22g <br />1960 was read and it was agreed that the Eisinger.dump conformed to <br />the recommendations set forth in this report6On motion by Curry, <br />seconded by Wolfe,it was recommended that Mr.Eisir_gergs license be <br />extendodp Motion carried. <br />The Committee of the Whole also viewed the site of a dump proposed <br />by Robert Duma8.Because of the closing of the St.Louis Park dump Mr.- <br />Dumas proposed to concentrate dumpage of all sorts on a site in <br />Minneapolis or a sub2irb9separate the garbage and bring to the Dumas <br />site in Orono only dry fill which will not require burning,the gar- <br />bage being reduced to ashes elsewhere before being brought to this <br />site. <br />The proposed means of transporting this dry fill was either by <br />truck or by rail with a spur built to the site. <br />The dump will operaterk on a sanitary land fill basis with all clay <br />soil being trucked across U.S. #12 from land owned by Mr. Dumas on the <br />north Bide of this highway. There is no available fill on his property <br />south of this heavily travelled highway. This dump,unlike Eisinger °s9 <br />is in full view of the highway and will require constant covering to <br />present a decent appearance. <br />It was the consensus of opinion that plans for such extensive <br />dumping had not reached a proper development to wa=ant approval of <br />the site at this time. A motion was so put by Halperingseconded by <br />Rice and carried. <br />To finalize his plans Mr.Dumas will take into consideration: <br />:1. The problem of continuous hauling of land fill across a <br />heavily travelled Federal highway, <br />2. The devaluation of pr <br />removal of large amounts <br />3. The problem of a site <br />ating garbage outside of <br />4. The problem of proper <br />fill and trash; <br />5. The problem of proper <br />Dperty he does not owngcaused by the <br />of land fill; <br />ob sites for separating and inciner- <br />the limits of the Village of Orono; <br />equipment for transporting both land <br />supervision of the dump. <br />
