MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,June 24,2019 <br /> 7:00 o'clock p.m. <br /> CITY ADMINISTRATOR REPORT <br /> 14. SELECTION OF RESIDENTIAL RECYCLING SERVICES CONTRACTOR <br /> Rief stated September 30 is the end of the City's current contract with Waste Management for residential <br /> recycling services. In early May the City of Orono issued a request for proposals for companies that have <br /> the resources and ability to provide comprehensive recycling services for the entire City. Orono currently <br /> has 3,138 residential units that are picked up biweekly on Tuesdays. The new contract would run from <br /> October 1,2019,to September 30, 2024. <br /> All three proposals came in at a higher cost than what was anticipated. Staff has reviewed those <br /> proposals and all three met the parameters laid out in the RFP. Each contractor has submitted a proposal <br /> for five years of service. The dates of service would remain the same, but Republic Services would split <br /> the City in half and pick up from one section one time and the other section the next time. Randy's and <br /> Republic Services also are proposing a pricing option that would increase based on commodity values and <br /> the recycling market. Staff considers Waste Management's firm pricing option to be the best option for <br /> the City. <br /> Walsh stated the Council's job is to reduce the risk as much as possible to the residents and City and that <br /> a firm pricing option would be the best option rather than having the price dependent on commodity <br /> values. Walsh indicated he would concur with Staff's recommendation. <br /> Crosby noted some of Orono's streets are very difficult to navigate and the Waste Management drivers do <br /> a good job with that. <br /> Johnson stated the big difference in the quotes is the accelerator in the pricing option and that he would <br /> concur with Staff. <br /> Crosby moved,Johnson seconded,to approve Waste Management as the selected Recycling <br /> Contractor,as shown in Attachment D of their proposal,and to authorize Staff to enter into <br /> contract negotiations. VOTE: Ayes 3,Nays 0 <br /> Rief reported the City's road improvement projects are going well and that some of the streets will be <br /> receiving a layer of asphalt in the near future. <br /> CITY ATTORNEY REPORT <br /> None <br /> ADJOURNMENT <br /> Crosby moved,Johnson seconded,to adjourn the Orono City Council meeting at 7:18 p.m. VOTE: <br /> Ayes 5,Nays 0. <br /> AT .
