Staff conducted a <br /> preliminary review based on the information provided and recommends the following items be submitted or revised in <br /> order for your application to be considered complete and for the plan review to continue: <br /> 1. Certificate of Survey. The survey submitted dated June 30,2015 is not to scale and is not signed. Please submit <br /> two updated, full-size certificate of survey's which meet all of the City's survey standards. If any <br /> exterior/landscaping improvements, i.e. patios, grading, sidewalks, retaining walls, etc., are proposed and <br /> currently not shown on the survey, please have them added and provide the name of the person performing <br /> the work. Please note our engineer has not reviewed the survey,so additional comments maybe forthcoming. <br /> 2. Septic System/Sanitary Sewer. <br /> a. Our records indicate this property has a 5-bedroom home and which currently has two, 1,000 gallon <br /> septic tanks. According to City code section 58-50(2)(b),a 5-bedroom home must have a minimum of <br /> one, 1,250 gallon septic tank and one, 1,000 gallon septic tank, since this home doesn't meet the <br /> current minimum requirements,the septic system is considered non-compliant. City Code section 58- <br /> 47(b) states no building permit can be issued until a sewage treatment system is in compliance. <br /> Further, City code section 58-45(1)(a) states when a septic system is non-compliant and sewer is <br /> available, it must connect to city sewer. Copies of the City code sections are attached. <br /> b. In 2003 sanitary sewer was extended to this property. This is a pressure system which requires an E1 <br /> pump. Before a building permit will be issued, the property must connect to City sewer. A sewer <br /> connection permit is required along with the following fees to be paid prior to a building permit being <br /> issued. Copies of the 2015 fee schedule are attached. <br /> i. Sewer Availability Charge(SAC) passed through to MetCouncil $2,485.00 <br /> ii. 2003 Old Long Lake Road Sewer Project(2003-2) $9,130.00 <br /> 3. Escrow&Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal <br /> of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City <br /> for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee <br /> conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow <br /> amount for this project is$2,500. The escrow agreement is enclosed. The property owner must sign the escrow <br /> agreement and submit a check for$2,500. <br /> 4. Separate City Permits Required for: <br /> a. Sewer Connection Permit <br />
