City of Orono <br />Surface Water Management Plan February 2019 33 <br />To estimate peak runoff rates, runoff volumes, and inundation, Sanitary and Storm Analysis <br />(SSA) by Autodesk was used to create a watershed model capable of simulating various storm <br />events and their impact on the City’s drainage system. The flow and inundation estimates <br />provided by the model assisted in locating and sizing potential localized stormwater <br />management and treatment sites. (additional information on modeling methodology is provided <br />in Appendix C). Estimated costs were only determined for capital improvements with a High <br />prioritization level. Improvements with a Low or Medium prioritization level are not to be <br />implemented within the next five years, so estimated costs will not be determined for these until <br />they are closer to implementation. As projects are completed and priorities are re-evaluated, <br />this plan will be updated to provide estimated costs for remaining improvements listed. <br />5.2 Stream and Shoreline Restoration <br />5.2.1 Existing Streams, Creeks, and Rivers <br />There are six streams identified in Orono’s shoreland ordinance as protected waters in <br />Orono. Five of these streams are identified on the protected waters inventory for <br />Hennepin County: Long Lake Creek, “Wolsfeld” Creek, Tributary to “Wolsfeld” <br />Creek, Stubbs Bay Creek and Painters Creek.Table 1.3 identifies these streams and <br />their locations. <br />5.2.2 Existing Lakes and Wetlands <br />There are 12 lakes identified in Orono’s shoreland ordinance as protected waters in and <br />around Orono.Table 1.2 identifies these lakes and their Public Classification, Ordinary <br />High Water Level and Protected Waters Identification Number. <br />5.2.2 Proposed Stream and Shoreline Restoration Sites <br />Restoration projects will be coordinated with and TMDL reduction managed through <br />the City’s SWPPP. The following are restoration sites identified to help manage <br />stormwater runoff and improve water quality. <br />S-1. Long Lake Creek Shoreline Stabilization <br />Collaborate with MCWD to identify and implement strategies to restore, preserve <br />and/or stabilize the shoreline of Long Lake Creek. This project would help meet the <br />goal of improving the physical, chemical, biological, and aesthetic condition of surface <br />water resources, as well as improve the quality of runoff to Lake Minnetonka and <br />Minnehaha Creek. <br />Prioritization:Medium <br />Estimated Cost: Unknown <br />Project Partner(s): MCWD, Private Landowners <br />Funding Source(s): City, MCWD, Grant Funding <br />Timeframe: Unknown <br />Should any additional stream restorations sites be identified in the future, this plan <br />should be updated to include proposed sites. <br />5.3 Outlet Control Structures Improvements <br />5.3.1 Proposed Outlet Control Structure Improvement Projects
