City of Orono <br />Surface Water Management Plan February 2019 27 <br />4.3.3S Potential stormwater projects that decrease local runoff rates and volumes and increase <br />water quality should be identified and prioritized. Sites should consider available <br />funds, feasibility, possible project partners, benefits provided, bioengineered solutions, <br />and TMDL Implementation Plans. Once projects are identified, this plan should be <br />updated as needed to list the improvement sites in Section 5.0. <br />4.3.4S Maintain the storm drainage system with inclusion of the following items: <br />A.Administer inspection program to ensure general maintenance is performed. <br />Stormwater treatment devices should be inspected regularly, as required by the <br />MS4 Permit. <br />B.Maintain energy dissipaters and volume controls to prevent erosion. <br />C.Administer pond inspection program to ensure adequate stormwater management is <br />provided, as required by the MS4 Permit. Ponds should be cleaned when sediment <br />has reduced the volume below the outlet to half of the design volume. <br />D.Properly dispose of accumulated sediment collected from BMPs and any waste <br />generated during maintenance in accordance with state and federal regulations. <br />4.3.5S Maintain roads with inclusion of the following items: <br />A.Administer inspection program and schedule to ensure general maintenance is <br />performed. <br />B.Maintain retaining walls and pavements to minimize cracks and leakage and <br />prevent failure. <br />C.Properly dispose of accumulated sediment collected from BMPs and any waste <br />generated during maintenance in accordance with state and federal regulations. <br />D.Use techniques such as suspended tarps, vacuums, or booms to prevent paint, <br />solvents, and scrapings from becoming pollutants during bridge maintenance. <br />E.Administer infrastructure safety inspection program. <br />F.Keep drainage ditches free of debris. <br />G.Cover salt storage piles and locate them outside the 100 year floodplain. <br />H.Regulate the application of deicing salts to prevent over-salting of pavements. <br />Consider using trucks with salt spreading calibration devices. <br />I.Use alternative deicing materials, such as sand or salt substitutes. <br />J.Prevent dumping of accumulated snow onto frozen surface waters. <br />K.Establish vegetation on eroded or damaged areas in a timely manner. <br />L.Restrict pesticide and fertilizer use as much as possible. <br />M.Promote native plantings within buffer strips and ditches. <br />N.Administer Street Sweeping program to maximize pollutant removal efficiency. <br />O.Collect and remove road debris in a timely manner. <br />4.3.6S Employ staff or a consultant to maintain the City’s database of the entire storm <br />drainage system. The database will include all facilities associated with stormwater <br />runoff drainage, including catchbasins, storm sewer, wet stormwater ponds, <br />bioretention basins, infiltration/filtration basins, hydrodynamic separators, sump <br />manholes, outlet structures, and any other device used to convey runoff. The database <br />will also include the specific characteristics for all the facilities, including locations, <br />sizes, materials, elevations, areas, volumes, condition, and any other information <br />deemed necessary. The database will be updated annually to include newly constructed <br />or replaced facilities. In order to maintain this database and evaluate the condition of <br />the City’s drainage system, the City will inspect 20% of these devices on an annual <br />basis. This database can then be used for Implementation Strategy 4.3.3 to identify and <br />prioritize stormwater projects.
