City of Orono <br />Surface Water Management Plan February 2019 1 <br />ORONO – SURFACE WATER MANAGEMENT PLAN <br />1 Introduction <br />1.1 PURPOSE <br />This report provides the City of Orono with a Surface Water Management Plan (SWMP) that will guide <br />surface water and stormwater management activities conducted by the City over the next 10 years. This <br />Plan meets the requirements detailed in Minnesota Statutes 103B and Minnesota Rules 8410, <br />administered by the Minnesota Board of Water and Soil Resources.Minnesota Statute 103B.201 states <br />that the purposes of the water management programs are to: <br />1. Protect, preserve, and use natural surface and groundwater storage and retention systems; <br />2. Minimize public capital expenditures needed to correct flooding and water quality problems; <br />3. Identify and plan for means to effectively protect and improve surface and groundwater quality; <br />4. Establish more uniform local policies and official controls for surface and groundwater management; <br />5. Prevent erosion of soil into surface water systems; <br />6. Promote groundwater recharge; <br />7. Protect and enhance fish and wildlife habitat and water recreational facilities; and <br />8. Secure the other benefits associated with the proper management of surface and groundwater. <br />This plan is also consistent with the goals and policies of the Metropolitan Council and Minnehaha Creek <br />Watershed District (MCWD). Though intended to serve Orono until 2028, this plan may be periodically <br />amended to remain current with local practices and policies and to maintain Orono’s compliance with <br />MCWD rules and State of Minnesota laws and rules. <br />The Orono SWMP emphasizes a cooperative approach to surface water and stormwater management <br />with all available partners. This approach assumes the public benefit is maximized when capital <br />expenditures are closely coordinated between all interested parties. Lake Minnetonka is Orono’s central feature and the protection of Lake Minnetonka has <br />guided the City’s land use planning decisions for decades.Figure 1 provides Orono’s location within the <br />Metropolitan Area. Orono is bounded on the north by the City of Medina; on the east by Plymouth and <br />Wayzata; on the south by Tonka Bay; and on the west by Spring Park, Mound, Minnetrista, and <br />Independence. <br />The City encompasses most of the southern quarter of Township 118N, Range 23W and the northern half <br />of Township 117N, Range 23W, and lies entirely within the boundaries of the Minnehaha Creek <br />Watershed District (MCWD). MCWD spans a multitude of municipal boundaries; therefore, cooperation <br />between communities within the watershed is necessary to effectively manage the watersheds’ resources.
