Secure the other benefits associated with the proper management of surface and <br />groundwater. <br /> <br />This plan is also consistent with the goals and policies of the Metropolitan Council’s 2040 <br />Water Resources Management Policy Plan, and the goals, rules and management <br />objectives of the Minnehaha Creek Watershed District (MCWD) with whom Orono <br />partners in its management activities. Though intended to serve Orono until 2028, this plan <br />may be periodically amended to remain current with local practices and policies and to <br />maintain Orono’s compliance with MCWD rules and State of Minnesota laws and rules. <br /> <br />NPDES Municipal Separate Storm Sewer System (MS4) Permit <br />Since 2003 Orono has operated its stormwater management program under a permit issued <br />by the Minnesota Pollution Control Agency (MPCA). This permit is called the Municipal <br />Separate Storm Sewer Systems (MS4) Permit and authorizes Orono to discharge <br />stormwater to waters of the state under certain conditions. This permit is included by <br />reference. Under its permit coverage, Orono has implemented a Stormwater Pollution <br />Prevention Program (SWPPP) to addresses the MS4 Permits six minimum control <br />measures, as listed below: <br /> <br />1. Public education <br /> <br />2. Public involvement <br /> <br />3. Illicit discharge detection and elimination <br /> <br />4. Construction site runoff control <br /> <br />5. Post-construction runoff control <br /> <br />6. Pollution prevention in municipal operations <br /> <br />The City’s SWPPP contains several Best Management Practices within each of the listed <br />control measures. These were identified using a self-evaluation and input process with City <br />staff. Many of the goals and policies discussed in the SWMP are directly related to <br />requirements listed in the NPDES program. As a result, the implementation section of this <br />plan references items listed in the City’s SWPPP. <br /> <br />Goals, Policies and Strategies <br />The City of Orono highly values the natural resources within its jurisdiction and seeks to <br />protect surface and groundwater storage systems, effectively manage expenditures to <br />correct flooding and water quality problems, prevent erosion into surface waters, promote <br />groundwater recharge, enhance wildlife habitats and water recreational facilities, and <br />improve the water quality of all water resources. Therefore, the city established the <br />following goals. Specific policies and implementation strategies are listed in the SWMP. <br />
