Education Programs and Tools for K-12 Students <br />·Collaborate with MCWD to participate in a variety of student education <br />programs. The Metro Area Children’s Water Festival (CWF) held at the state <br />fairgrounds educates metro area 4 th graders about the importance of water in <br />the natural environment. Envirothon is an outdoor learning competition for <br />high school students in grades 9 through 12. It is one of the state's largest <br />environmental education initiatives. The program is coordinated by local Soil <br />and Water Conservation Districts (SWCDs). World Water Monitoring Day <br />(WWMD) is an event that provides teachers with a kit that students can use to <br />test water quality of any waterbody. The results can then be entered in a large <br />online database. In addition, MCWD offers numerous workshops and tours <br />throughout the year. <br />Should any additional education programs and tools be identified in the future, this <br />plan should be updated to include proposed sites. <br />5.8 Surface Water Management Costs and Funding Considerations <br />The cost and funding considerations contained in this plan are included for scoping purposes <br />only. Prior to including projects into the City’s Capital Improvement Plan (CIP), further <br />investigation is required into conditions meriting improvement and correction/mitigation <br />strategies to be implemented. This plan recognizes the changing regulatory environment and <br />evolving technologies necessary to understand prior to further developing a CIP or construction <br />schedule. <br />5.8.1 Capital Improvement Plan <br />The City manages capital expenditures for surface water management as part of the <br />Capital Improvement Plan (CIP). The CIP provides long-term planning and <br />management of infrastructure throughout the City. The CIP is a planning document that <br />presents a 5+ year overview of scheduled capital projects to address the City’s goals for <br />public infrastructure. The CIP includes a long-term financing plan that allows the City <br />to allocate funds for these projects based on assigned priorities. The 5+ year horizon of <br />the CIP provides the City with an opportunity to evaluate project priorities annually <br />and to adjust the timing, scope and cost of projects as new information becomes <br />available. The information contained in this plan represents an estimate of <br />improvement costs based on present knowledge and expected conditions. Changes in <br />community priorities, infrastructure condition and inflation rates require that <br />adjustments be made on a routine basis. <br />The Surface Water Management Plan CIP includes budgeting for stream and shoreline <br />restoration, outlet control structure improvements, localized storage, volume reduction, <br />and water quality improvements, wetland restoration, natural area preservation and <br />restoration, education, stormwater treatment system mapping, and maintenance. Refer <br />to Appendix E for Orono’s 5-Year Surface Water Management Plan CIP.
