Replacement of the existing 8'x 24'deck and relocation of the stairway to the <br /> north end of the deck will result in an overall structural hardcover increase <br /> of less than 10 s.f. in the 0-75' zone. Further, structural hardcover on the <br /> property can be reduced significantly by removing the 120 s.f non- <br /> conforming deck structure at the lakeshore. Further, 0-75' hardcover has <br /> been reduced by removal of two sheds and a remaining small shed <br /> approximately 10-15 s.f. should also be removed from that zone. <br /> F. Other hardcover in the 0-75' zone includes a circular gravel driveway, an <br /> addition to sidewalk and walls adjacent to the house.- Applicants have <br /> recently removed an 8' gravel driveway leading to the lake which constituted <br /> approximately 800 s.f.of hard surface. That is a positive improvement to the <br /> property,although that area has not been revegetated and should be. Further, <br /> the portion of grade-level wood patio extending outside the footprint of the <br /> existing deck, i.e. 24 s.f. of wood patio, is unnecessary and should be <br /> removed. <br /> G. The removal of the detached 120 s.f. deck structure near the lakeshore and <br /> concurrent removals of other structural and non-structural hardcover, are an <br /> improvement to the property. <br /> H. No adequate justification has been presented to support granting a variance <br /> for construction of low boulder walls between the house and the shoreline. <br /> 4. The City Council has considered this application including the findings and <br /> recommendations of the Planning Commission, reports by City staff, comments by <br /> the applicant and the effect of the proposed variance on the health,safety and welfare <br /> of the community. <br /> 5. The City Council finds that the conditions existing on this property are peculiar to <br /> it and do not apply generally to other property in this zoning district; that granting <br /> the variances would not adversely affect traffic conditions, light, air nor pose a fire <br /> hazard or other danger to neighboring property; would not merely serve as a <br /> convenience to the applicant,but is necessary to alleviate a <br /> Page 3 of 7 <br />
