City Administrator <br />Date: January 2, 2014 <br />Subject: Development Analysis - Dickey/Coffin/Thompson Properties <br />Exhibits: <br />A - Area Map <br />B - Airphoto <br />C - Mapped Wetlands <br />D - Platted Easements Depiction <br />E - Interior Trail Plan & Description <br />Staff was asked by the Mayor to provide an analysis of a past development in Orono similar in <br />scope to the Lakeview Golf property, in order to assist Council in its review of the current <br />proposal. The development that is perhaps most similar in size, topographic constraints and <br />zoning category to the Lakeview Golf site would be the group of subdivisions located between <br />Watertown Road and the Luce Line Trail, on either side of Old Crystal Bay Road. <br />See the map in Exhibit A. The property groupings that resulted in the current development <br />pattern are labeled as "Coffin", Dickey" and "Thompson" reflecting the major ownership pattern <br />prior to development, which occurred mostly in the 1980s -90s. The properties were platted in <br />phases over a period of years and encompass approximately 175 gross acres. The original 1982 <br />six -lot plat of Countryside Manor included a ghost -platting of how the remaining acreage in the <br />Dickey property might be developed. The two Old Crystal Bay Road Additions in 1994 each <br />encompassed lands on both sides of Old Crystal Bay Road, merging the Coffin and remaining <br />Dickey properties into a single subdivision process. <br />Pre-existing homesites not part of subdivisions....... 3 lots <br />1982 Countryside Manor .............................. 6 lots <br />1984 Countryside Manor 2nd Addition ............... 5 lots <br />1994 Old Crystal Bay Road Addition ............... 24 lots <br />1994 Old Crystal Bay Road 2nd Addition........... 21 lots <br />1999 Crystal Bay Preserve .......................... .8 lots <br />Total within study boundary 67 lots <br />These properties are not within the MUSA and are served by private septic systems and wells. <br />These subdivisions are served by approximately 1.5 miles of private roads constituting roughly 9 <br />acres in area. The only areas not incorporated into individual lots are the road system and the 3 - <br />acre Seven Nations Park parcel. This yields an average lot area net of roads and parks as <br />follows: <br />175 gross acres - 9 acres road - 3 acres park = 163 acres / 67 lots = 2.43 acres avg. lot area <br />
