Item #01- Special Council Meeting - 01106114 <br />File #13-3638 & 13-3639 [Total Pages 99] <br />Orono <br />Comprehensive Plan <br />Process began with the Orono Planning <br />Amendment <br />Commission in fall 2013 and has been <br />approved and sent to the Cit Council <br />Minnehaha Creek <br />Wetland Conservation <br />Preliminary meetings and review with staff <br />Watershed and Army <br />Act(WCA)/404 Permit <br />have been positive. Project goal is to work with <br />Corps of Engineers <br />the watershed staff to restore existing wetlands <br />and green space to enhance stormwater <br />Minnehaha Creek <br />Erosion Control Plan <br />Watershed <br />management. Plans and documents to be <br />submitted once project has surface and <br />Orono and Minnehaha <br />Comprehensive Surface <br />Creek Watershed <br />Water Management <br />stormwater management issues addressed. <br />Plan/Stormwater <br />Mana ement <br />9. Land use: <br />a. Describe: <br />Existing land use of the site as well as areas adjacent to and near the site, including parks, trails, <br />prime or unique farmlands. <br />The site is currently the Lakeview Golf Course, which was developed in 1955. Small areas within <br />the course are wetlands and water bodies. Adjacent areas are mostly single family residential <br />homes. The North Arm of Lake Minnetonka is located to the northeast of the course across North <br />Arm Dr. Wetlands are found along Lake Minnetonka and to the southwest of the project area. <br />ii. Plans. Describe planned land use as identified in comprehensive plan (if available) and any other <br />applicable plan for land use, water, or resources management by a local, regional, state, or federal <br />agency. <br />The City of Orono passed a 2010-2030 Community Management Plan in September 2010. This <br />plan fulfills state requirement for a comprehensive plan and lays out "established goals, policies and <br />principles of the City of Orono" (p. 1-1). The plan states that "single family housing will be <br />maintained as the predominant housing type" (Summary p. 5). Stewardship of Lake Minnetonka is <br />also described as a priority, which means the city favors low density development. The city's 2009 <br />Local Surface Water Management Plan provides ideas to "further reduce its pollutant load to Lake <br />Minnetonka and Long Lake". <br />The 2030 Land Use Plan labels the project site as "Park, Recreational, and Open Space", which <br />matches the current use. However, on Oct. 21, 2013, the Orono Planning Commission voted in <br />favor of modifying the Comprehensive Plan to make the Project site a "Rural Residential" area in <br />line with current zoning. <br />Many of the non -city plans or regulations are incorporated and explained in the Orono Community <br />Plan. For example, Orono's partnership with the Minnehaha Creek Watershed District is <br />mentioned, as are Metropolitan Council's 2030 Regional Development Framework and 2030 Water <br />Resources Management Policy Plan. Other pertinent land use regulations include State laws such as <br />the Wetland Conservation Act of 1993. <br />iii. Zoning, including special districts or overlays such as shoreland, floodplain, wild and scenic rivers, <br />critical area, agricultural preserves, etc, <br />The Project area is zoned as RR -113, which corresponds to "One Family Rural Residential — 2 <br />Acres".
