This first stage (Comprehensive Plan Amendment) has its own <br />set of sub -steps. If the Council moves to approve the amendment, there is a staged <br />process to follow: <br />1. Motion to direct staff to prepare a Resolution of Approval for consideration <br />at the next City Council meeting (January 13, 2014) including appropriate <br />findings of fact; and, direct staff to distribute the Amendment to affected <br />jurisdictions and Metropolitan Council for review and comment, as <br />required by state statute. <br />2. Following the required comment period (60 days+), staff would bring a <br />formal adoption resolution for Council consideration. After this, the <br />property would be eligible for an application for Preliminary Plat and <br />Zoning District amendment (as necessary). <br />If the City Council plans to reject the proposed amendment, a similar motion directing <br />staff to prepare such a Resolution and Findings for the January 13, 2014 meeting would <br />be appropriate. As noted above, it will be important to consider any necessary <br />contemporaneous actions as a part of an action to deny the amendment. <br />With regard to the Sketch Plan, the Council should provide any additional comment <br />related to the previous or newer concept plans. Under a standard plat arrangement, the <br />applicant would be required to design a project that has the minimum width and lot area <br />for each lot on public streets. . <br />As noted, the Planning Commission provided an informal endorsement of the RPUD <br />process, subject to the applicant's ability to demonstrate compliance will each of the <br />various development standards in the zoning and subdivision ordinances. Apart from <br />the use of RPUD zoning, the Commission's comments emphasized the need to <br />demonstrate compliance with those standards, including septic system suitability, <br />stormwater management, road access design, pedestrian access, and other applicable <br />elements. For Council comment, it may be helpful to apply those objectives to the <br />revised sketch plan, even though RPUD is not requested in the most recent layout. <br />10 <br />
