Item #01- Special Council Meeting - 01106114 <br />File #13-3638 & 13-3639 [Total Pages 99] <br />Tandem is aware of the proposed Highway 12 Corridor Study and the <br />designation of a portion of the Dickey parcel as a potential corridor. We <br />have discussed this with the City of Orono staff and officials, MNDOT <br />representatives and representatives of the community. It is our judgment <br />that a selection of this site as a future Highway 12 alignment is unlikely. <br />Park Issues <br />Our proposal incorporates park isues recommended by the Orono Park <br />Commission: <br />1) The preservation of the traditional Native American sacred site <br />west of the Dickey home south of Watertown Road. The plan <br />proposes a 3 acre public park site. The Park Commission believes it <br />should be a public park if it is established by authorities that the site <br />is a sacred site. <br />2) Tandem proposes the city and/or private groups should have <br />the opportunity to evaluate the buildings on the park site and the <br />city should decide if they are suitable for preservation. <br />3) Tandem will dedicate an easement along the east side of Old <br />Crystal Bay Road sufficient to construct a bike/hike trail to the city's <br />standards.. The trail will use existing road right of way and addition- <br />al easements to work with the existing trees and future septic sites <br />for lots 1, 2, 3 Block 1 of the Dickey parcel. Tandem will dedicate <br />and construct the trail with acreage credit and trail construction costs <br />credited against the city park fees due on the Coffin/Dickey sites. <br />4) The trail connections from outlot A (proposed park) on the <br />Dickey site to the two streets within the drainage utility easments <br />between lots 13 & 14, block 2 and lots 2 & 3 block 1. Also the <br />easements between lots S & G and the rear lot line of lot G block 1 <br />connecting to the DNR woods shall be homeowners association <br />responsibility and not credited to the public park requirement. <br />The private trail easement on the Coffin site between lots 13 & 14, <br />thru lot 8 adjacent to wetland and between lots 3 & 4 will be the <br />responsibility of the homeowners association. <br />
