The purpose of that meeting will be to consider the approval <br />or denial of the Amendment, with the expectation that the Council will direct staff to <br />prepare a Resolution and findings of fact for the following regular meeting on January <br />13, 2014. <br />This memorandum summarizes the Council options for Denial (Section A), Approval <br />(Section B), and consideration of the Sketch Plan (Section C). As discussed below, the <br />applicants have prepared a second alternative sketch plan for review, included with this <br />report. In short summary, that plan is intended to be a standard 2 acre lot subdivision <br />under the RR -1 B zoning, with a single street entrance to West Branch, private septic <br />field area for each lot, and elimination of the previous cluster plan amenities of common <br />open space and community building. <br />In support of the revised sketch plan, the applicants state that they have taken a series <br />of soil borings and percolation tests, prepared a generalized stormwater management <br />plan, conferred with Hennepin County in relation to road design and access, conferred <br />with the Minnehaha Creek Watershed District on stormwater, and addressed (at sketch <br />level), the directives of the City's Conservation Design principles. <br />
