AGENDA ITEM <br />Item No.: 18 Date: December 11, 2017 <br />Item Description: 2018 Fee Schedule <br />Presenter: Ron Olson, Finance Director Agenda City Administrator's <br />Section: Report <br />1. Purpose. The purpose of this action item is to consider the 2018 fee schedule. <br />2. Background. The City updates its fee schedule annually. Fees for water, sewer, and storm <br />water have been set based on a rate study completed in 2014. This rate study is being updated <br />during 2018 and may lead to additional rate changes. <br />The fee schedules utilizes the new format originally introduced in August with the Planning and <br />Zoning changes, intended to group fees in like areas. The new format reduces the pages from 35 <br />to 17. <br />Proposed Utility Rate Changes <br />• Municipal Sewer Rates. A 4% increase for the Utility Service Rates is recommended <br />effective the 1St Quarter of 2018. The increases are necessary to cover system <br />maintenance and infrastructure costs. <br />• Municipal Water Rates. A 6% increase for the Municipal Water Rates to cover <br />infrastructure needs. <br />• Storm Water Rate. Storm Water fees are recommended to increase by 10% to <br />accommodate maintenance needs. <br />Other Proposed Fee Schedule Changes <br />All changes are highlighted in yellow in the fee schedule exhibits. <br />• Exhibit B, Planning and Zoning. The preliminary plat application went to <br />$500.00 from $505.00 <br />• Exhibit C, Licenses Fees. Prorated fees for licenses. After 75% of the license <br />period is lapsed, the license fee is reduced by half, for new licenses. The general <br />terms is used because some license terms are January to December, and some are <br />April to March. <br />• Exhibit E, Administrative Offenses. No changes at this time. <br />• Exhibit F, Park Fees. Statements on proration and when passes will be sold are added. <br />Non-resident and resident park use fees added. <br />• Exhibit G, Police Administration Fireworks permits increased to $100.00, special event <br />permits increased to $100, all from $50.00. <br />• Exhibit H, Documents. Shipping and handling charges for hard data increased to 3.00 <br />from $2.00. Returned check increased to $30.00 from $20.00 <br />2. Staff Recommendation.
