AGENDA ITEM <br />are permitted uses in the B-2 zoning District. Your Boat Club, by virtue of being a boat club, is <br />a conditional use. Only River Valley Power and Sport is requesting the use of the tent. The <br />expansion of a permitted use, temporary or long term, is permissible following review of a site <br />plan. A condition is recommended to expressly prohibit the Boat Club from having a presence in <br />the sales tent. <br />Parking. The uses of the three tenants on the property require 70 spaces in the summer, and 15* <br />(open spaces) in the winter. Parking requirements and provided parking is summarized in <br />Exhibit C. The applicants have provided parking plans based on aerial photography, Exhibit B. <br />Staff completed its' own analysis based on the to -scale site plans accepted as part of the Boat <br />Club application, Exhibit D. The gravel lots to the east of the sales operation can support 17 <br />"legal" spaces. Legal spaces defined as 9' by 20', with an adjacent 24 foot wide aisle. It is <br />understood that historically more vehicles are parking in that lot than are shown by staff. <br />Additional legal spaces can be found on the adjacent residential lots (13), and in the triangular <br />shaped gravel area north of the gazebo (5). The adjusted parking requirement is 18 spaces (15 <br />spaces = 20% of the total required, plus 3 more for the tent parking (1/800 sq ft)). <br />The parking synopsis shows that the parking requirements of all three commercial entities, and <br />the two residential parcels can be satisfied via the existing parking. <br />*City code reduces the number of parking stalls required by Marina/ sales uses in <br />winter. Winter parking rules require at least 20% of the "required off street <br />parking" spaces remain open for winter use; boats may be stored on 80% of the <br />parking areas. <br />The proposed site plan meets the parking requirements imposed by the City Code and previous <br />approvals. <br />Noise levels. The noise levels of the heaters was questioned. The supplier has indicated that the <br />decibel reading at 3 feet is 71 decibels. 70 decibels is comparable the sound of a vacuum <br />cleaner, or a department store, Exhibit E. <br />3. Staff Recommendation. Because the proposal meets the requirements for use, parking, and <br />other applicable city ordinances, Staff recommends approval of the temporary site plan/ special <br />event permit subject to the following conditions: <br />A. At least 18 spaces must be preserved for retail sales parking. <br />B. Written permission from the owner of 1442 and 1440 Shoreline Drive must be <br />provided to use these spaces. 1442 and 1440 may be used for parking, but not boat <br />storage. <br />C. Sales functions may not occur after 10 pm. <br />D. No repair or similar service may take place in the tent. <br />E. Tent shall meet all applicable fire and building codes. <br />F. Tent shall be removed and site restored no later than March 30, 2017. <br />G.
