The goal of the self-evaluation is to verify that, in implementing the <br />City's policies and practices, the department is providing accessibility and not <br />adversely affecting the full participation of individuals with disabilities. <br />The self-evaluation also examines the condition of the City's Pedestrian Circulation <br />Route/Pedestrian Access Route) (PCR/PAR) and identifies potential need for <br />PCR/PAR infrastructure improvements. This will include the sidewalks, curb ramps, <br />bicycle/pedestrian trails, traffic control signals, and transit facilities that are located <br />within the City rights-of-way. The self-evaluation also included park PCR/PAR and <br />accessiblity to certain amenities. Any barriers to accessibility identified in the self- <br />evaluation and the remedy to the identified barrier are set out in this transition plan. <br />B. Summary <br />In July 2017, the City of Orono conducted an inventory of pedestrian facilities within <br />its public rights-of-way consisting of the evaluation of the following facilities: <br />Pedestrian Access Route/Pedestrian Circulation Route <br />Parks <br />• 3.86 miles of sidewalk <br />• 0 signals <br />• 18 Tables <br />• 93 ped ramps <br />• 0 bus stops <br />• 1 Drinking Fountains <br />• 14 crosswalks <br />• 0 midblock crossing signs <br />• 0 Bathrooms <br />• 6 sidewalk barriers <br />• 0 driveways <br />A detailed evaluation on how these facilities relate to ADA standards is found in <br />Appendix A and will be updated periodically. <br />III. POLICIES AND PRACTICES <br />The City of Orono is required, under Title II of the ADA and 28 CFR 35.105, to perform a <br />self-evaluation of its policies, practices, and programs. The goal of this Self-evaluation is to <br />verify that, in implementing the policies and practices, the City is providing accessibility <br />and not adversely affecting the full participation of individuals with disabilities. The Self- <br />evaluation identifies policies and practices that affect accessibility and examine City <br />implementation of these policies. The Self-evaluation examines the condition of the City's <br />PCR/PARS and identifies any existing infrastructure needs. Accessibility barriers identified <br />in the Self-evaluation are provided in Appendix C. <br />A. Previous Practices <br />Since the adoption of the ADA, The City of Orono has striven to provide accessible <br />pedestrian features as part of the City's capital improvement projects. As additional <br />information was made available as to the methods of providing accessible <br />pedestrian features, the City updated their procedures to accommodate these <br />methods. <br />Prepared by: Bolton & Menk, Inc.
