AGENDA ITEM <br />Item No.: 21 Date: November 13, 2017 <br />Item Description: #17-3977, Brian Benson and Chuck Alcon o/b/o Jim and <br />Mary Jundt, 1400 Bracketts Point Road, Sketch Plan <br />Presenter: Jeremy Barnhart, Community Agenda Planning Department <br />Development Director Section: Report <br />1. Purpose. The purpose of this action item is to provide staff and the applicant non-binding comment <br />on a proposed 5 lot subdivision. <br />2. Minnesota Statutes 15.99 Deadline. Not Applicable to sketch plans. <br />3. Background/ Summary. The applicant is proposing to subdivide 1400 Bracketts Point into 5 <br />buildable lots. The current improvement on the property includes the former Pillsbury House and several <br />accessory structures. The house will remain, but the structures will be removed. <br />The project has been proposed to meet all minimum development standards, including lot size, width, etc. <br />The plan proposes to relocate Bracketts Point Road from the waters edge on the west side of the parcel, <br />and run it along the interior of the site. The public Brackets Point Road will terminate in a cul de sac at <br />the south end of the site, then a private drive will connect to the existing private Brackets Point Road to <br />serve the three lots at the southern end of the point. The existing sanitary sewer easement within the road <br />will remain, and be protected by an easement. The city engineer has offered preliminary support on the <br />designs of the surface treatment for access. The attached (Exhibit C) staff report to the Planning <br />Commission outlines the project in greater detail. <br />4. Planning Commission comment. Planning Commissioners questioned grading, housing sizes and <br />styles, and questioned the issues related to relocating the road. The Commissioners did not identify <br />immediate red flags. <br />5. Public Comment. To date, staff has received no comments for or against the proposal. The Planning <br />Commission advised the applicant to reach out to other residents on the point, which they are in the process <br />of doing. One of these conversations resulted in the modification of the cul de sac, depicted on Exhibit A. <br />The original layout was depicted on Exhibit B. <br />6. Staff Recommendation.
