This application is regarding variances in order to construct a residence on the property. <br />2. MN§15.99 Application Deadline. The application was received on June 2, 2017; and was <br />considered as complete on July 5'. Therefore the 60 -Day review period expires on September 3`d <br />Background. This property is the former location of the Winton Guest House (a.k.a. the Frank <br />Gehry guest house). The guest house was removed from the property in 2008 and has been vacant <br />since that time. The property owners wish to construct a new residence and in -ground pool on the <br />property. Due to the extreme (1066 feet) setback of the home on 1700 Shoreline Drive, which is the <br />only adjacent lakeshore lot, an average lakeshore setback is required. Additionally because the <br />standards in Section 78-72 regarding Lots of Record cannot be met, a lot width variance is required. <br />4. Planning Commission Comment. On July 17' the Planning Commission held a public hearing and <br />reviewed the application. Following the public hearing the Commission voted 7 to 0 on a motion to <br />approve the variances as requested. <br />5. Public Comment. The only public comment during the meeting was regarding the proposed septic <br />system rather than proposing to connect to City sewer. This discussion is detailed in the attached draft <br />minutes. City Ordinances do not require connection to sewer, and the nexus between the variances <br />requested and the need to connect may be hard to establish. No other comments from the public were <br />received regarding this application. <br />6. Staff Recommendation. Staff recommends approval. The applicant is currently exploring the <br />feasibility regarding sewer versus septic.
