August 4,2017 <br />Mr. Jeremy Barnhart <br />Community Development Director <br />City of Orono <br />2750 Kelley Parkway, Orono MN 55356 <br />RE: Request for Proposal for City of Orono's Navarre Area Plan <br />Dear Mr. Barnhart and Members of the Selection Committee: <br />Navarre isthe historic core of the City of Orono.This distinctive district in the heart of Lake Minnetonka reflects both the area's historic lake <br />district characterand it's continual evolution to meet current needs and desires.The Navarre Area Plan is intended to provide an area vision <br />and framework that will assist the community in preserving whatthey love and value about Navarre, while also setting a course forfuture <br />change that is compatible with community character with supportive infrastructure. SRF is excited forthis opportunity to partner with the <br />City, Navarre businesses, and residents to create a community -driven vision for Navarre. <br />SRF has a strong background in collaborating with communitiesto shape visions area's that define the heart of the community,such as our <br />work with downtown Wayzata and downtown Stillwater. We are recognized for our abilityto develop comprehensive visions that integrate <br />numerous urban systems, such as land use, multi -modal transportation, utilities, and natural resource protection into a distinct place that <br />reflects the community's underlying character and values. We understand that broad and transparent stakeholder involvement is needed <br />to shape a consensus -driven projectthat meets the needs of diverse user groups.The SRFTeam provides: <br />• Proven expertise in facilitating thoughtful engagement with authentic listening and sharing of information between stakeholders <br />to develop understanding and reach consensus. <br />• Engaging and tested physical planning techniques thatfind a pleasing balance between numerous competing needs and desires. <br />• Expertise in understanding the relationship between land use and traffic generation. <br />• Keen insight into bicycle and pedestrian condition as SRF was the primary designer of the Dakota Rail Regional Trail and has <br />designed numerous streetscape projects <br />As you review our proposal, you will identify the key elements of SRF's approach that: <br />1. Enables deep and lasting stakeholder "buy -in". <br />2. Facilitates a successful visioning process which: <br />- Is forward thinking and visionary - Addresses issues in a creative, multi-disciplinary fashion <br />- Accounts for actual physical conditions and operating - Is attainable with readily available resources <br />constraints <br />3.
