This application is a sketch plan preceding a preliminary plat application which <br />contemplates moving lot lines between properties, creation of outlots, and variances. <br />2. MN§15.99 Application Deadline. Not Applicable <br />Background. 2709 Walters Port and 2710 Pence Lane are owned by the Dunkleys. Walters Port <br />Lane is narrow (approximately 14 feet), private road. There is no cul-de-sac. Pence Lane is a <br />gated, private drive, serving two residences. The applicant is requesting guidance from the City <br />Council via the sketch plan process for a proposal to rearrange the property line between the two <br />properties (2709 Walters Port Ln & 2710 Pence Ln) to create conforming lots; and create an outlot <br />to facilitate a future sale, easements, add a new gated connection from Pence Lane driveway to <br />Walters Port Lane for emergency response personnel and vehicles, and widen a portion of the <br />existing Pence Lane. This project has many moving parts and depending on the final proposal, <br />some actions may be approved administratively. <br />The applicant has made some plan revisions since receiving Planning Commission feedback, and <br />their revised plan is attached as Exhibit A. Additionally, a change is proposed for the driveway at <br />2707 Walters Port Road following the new alignment as shown, a subsequent application from that <br />property owner may be necessary. <br />The applicant wishes to accomplish their desired site layout as shown, and summarized as follows: <br />a. Move the lot line between 2709 Walters Port (Lot 1) and 2710 Pence (Lot 2) so that they <br />can increase the size and lakeshore frontage of the Walters Port property, <br />b. Create Outlot A for possible sale of 18,000 square feet to 2715 Pence Lane; <br />c. Adding a third lot to the access of Pence Lane & 2709 Walters Port Lane (Lot 1), removing <br />the access to Walters Port, for this parcel; <br />d. Adding a 106 -foot long 30 -foot wide portion to a portion of Pence Lane to allow for <br />vehicular passing. <br />e. It is the applicants' intent that 2709 Walters Port (Lot 1) and 2710 Pence (Lot 2) are <br />conforming with respect to area, width, and hardcover following the lot line adjustment. <br />However, a number of variances are requested. <br />i. Variance from the private road standards — paved width, outlot size, cul-de-sac. <br />ii. Average lakeshore setback variance for the new house and proposed pool at 2710 <br />Pence Ln. <br />iii. Average lakeshore setback and 75 -foot setback variances for the addition to the <br />home at 2709 Walters Port. <br />According to City Code, two residences are permitted to share a single private driveway; however <br />the City Code requires creation of a private road once the driveway serves 3 homes. The private <br />road requirements list a minimum paved width of 24 feet within a platted 50 -foot wide outlot (plus <br />cul-de-sac). <br />Prepared By: VY1GG Reviewed By: J.
