The <br />property consists of 3 existing tax parcels, which the applicants propose to reconfigure to result <br />in two residential building lots, each exceeding the 1/2 -acre minimum lot size of the LR -1C district. <br />Staff Recommendation: Planning Department Staff supports the project, but recognizes issues <br />related to floodplain filling and wetland mitigation need to be resolved prior to Council approval <br />of the plat. The Planning Commission may table action on the subdivision request pending <br />resolution of these items, or provide a recommendation to the Council, subject to these issues <br />and the conditions below: <br />1. No structure may be closer than 75 feet to the lake on either side. <br />2. The property line between lots 1 and 2 shall function as a side property line, requiring 15 <br />feet setback (150% of 10 feet side yard setback for LR -1C) <br />3. All comments of MCWD, outlined in their memo of August 10, 2017 <br />4. Declaration and documentation of wetland buffer as required by MCWD <br />5. All comments of the city engineer, outlined in a memo dated August 14, 2017 shall be <br />addressed. <br />6. Comments from the Fire Chief shall be addressed <br />7. Additional approvals <br />a. Variance from the wetland setback <br />b. Variance of wetland buffer impact (Watershed District) <br />c. Conditional Use Permit for filling in the floodplain <br />d. Successful vacation of the existing Driveway easement (Doc. 1023891) <br />e. Successful realignment of a underground utility easement (Document Nos. 855727 and <br />862192) <br />Background <br />The applicants propose the replatting of the three lots into two buildable parcels and one outlot, as a front <br />lot/ back lot configuration. Also proposed is the vacation of an existing roadway easement through the <br />parcels, to be replaced with a new one that better aligns with the proposed development pattern. The <br />documents provided suggest the construction of two homes meeting setback requirements. Accessory <br />structures are also shown on the proposed plans, including docks and beaches. All improvements beyond <br />general grading and improvement of outlot A will require city approval. The site is located at the northern <br />terminus of Ivy Place.
