MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, August 21, 2017 <br />6:30 o'clock p.m. <br />Barnhart stated that would defeat the purpose but that they could possibly come back with two 8 -foot <br />driveways. Barnhart stated he would like to reduce the amount of hardcover in that area. <br />As it relates to soil borings, Staff is anticipating pilings or another extraordinary foundation being <br />required for these buildings. Barnhart stated the building officials likely will require some additional <br />engineering or additional proof to show that the foundation can support the building. Barnhart stated <br />Staff does realize it is at the bottom of the hill and that the soils are somewhat suspect. <br />Barnhart stated as it relates to access, there is an access that cuts through private property, which is <br />certainly not an ideal situation, but that is what is available. Barnhart stated it is his belief the developer <br />is attempting to minimize the impact to the property and still provide access but that the applicant is <br />aware of the concerns of the neighborhood. In addition, the fire chief has recommended no parking on <br />Ivy Place during construction. <br />Landgraver asked if Ivy Place is a private road. <br />Barnhart stated it is a platted right-of-way and publicly maintained. <br />Lemke asked if Staff is going to look into the ability of the road to support heavy loads. <br />Barnhart stated he would recommend that verification of the condition be established before construction <br />and then following construction. <br />Lemke asked how much fill will be required. <br />Barnhart indicated he does not have those numbers at this time. <br />Schoenzeit questioned how someone in a floodplain, which is below 932.5, can get to create more land by <br />the lake. <br />Barnhart stated it would be through a Conditional Use Permit and that Staff does not know those numbers <br />yet. Barnhart noted the Planning Commission can either table it or move forward. <br />Page 11 of 19 <br />
