Council <br />MINUTES OF THE Exhibit B <br />ORONO CITY COUNCIL MEETING 17-3948 <br />Monday, August 14, 2017 <br />7:00 o'clock p.m. <br />10. #17-3948 APEX HOLDINGS, LLC, 2635 KELLEY PARKWAY CUP SENIOR HOUSING <br />PROJECT, COMPREHENSIVE PLAN AMENDMENT, REZONING AND <br />PRELIMINARY MASTER PLAN, FINAL PLAT <br />Sanjeev Mangalick, Applicant, and Viren Gori, Architect, were present. <br />Barnhart reviewed his Staff memorandum dated August 14, 2017, regarding a proposal to construct senior <br />housing consisting of a 2 -story residential structure with 70 units. The applicant is requesting rezoning to <br />RPUD, approval of a Comprehensive Plan Amendment, platting of the existing outlot, and a Conditional <br />Use Permit and master plan. The Planning Commission recommended approval of the various actions <br />and suggested that bump -out spaces be added along Kelley Parkway as well as a second access, which the <br />applicant was not opposed to. Staff recommends the City Council direct Staff to draft a resolution of <br />approval. <br />Crosby asked what the top of the building is. <br />Barnhart indicated it is approximately 38 feet high. Barnhart stated the defined height is a function of <br />where the finished floor elevation is and the highest adjacent grade. The defined height of Stonebay is <br />approximately 46 feet. Barnhart noted this project would also help meet the City's density requirements. <br />Barnhart stated because the site is currently zoned office, that would not count towards the density <br />requirements. <br />Walsh asked how many of the units would count towards the City's density. <br />Barnhart stated it is likely only 48 units would count because not all units contain a kitchen, which would <br />eliminate the 22 memory care units. <br />Walsh stated he likes the concept of the density but that he would like to get full credit for all the units. <br />Walsh stated in his view the extra curb cut makes a lot of sense. <br />Seals concurred that any way to maximize the density makes sense and that perhaps there could be fewer <br />memory care units. <br />Dankey commented there might not be enough space within the building to create the bigger units. <br />Walsh stated there is a possibility there will be fewer units but that he would like all of the units to count <br />towards the density. <br />Barnhart noted the memory care units require less parking and that additional parking would be required <br />as well as generate more traffic. <br />Printup asked how the other senior care building is divided up. <br />Barnhart stated to his knowledge that is more assisted living but that he does not have the exact <br />breakdown. <br />Printup commented that information would be helpful to have to see the traffic patterns. <br />Page 1 of 3 <br />
