Purpose. The purpose of this item is to consider a resolution approving the proposed Comprehensive <br />Plan Amendment, Zone Change, Preliminary Plat, Conditional Use Permit, and Master Plan that would <br />permit the construction of Orono Senior Housing at 2635 Kelley Parkway. <br />2. 15.99 Deadline. The timeline has been extended. A decision must be made by October 27, 2017. <br />3. Background/ Summary. The City Council reviewed this project at their meeting of August 14, 2017, <br />directing staff to draft a resolution of approval. The resolution is attached as Exhibit A, the minutes from <br />the City Council meeting are Exhibit B. The staff report describing the project is attached as Exhibit C. <br />The Council supported the project, but wanted confirmation on two issues: <br />That all units would count as residential units, effectively giving the city credit for 3.5 acres of 20 <br />units per acre, and <br />Confirmation that the existing utility network can support the proposed development. <br />Staff has been able to confirm with the Met Council that the memory care units would count as residential <br />units for purposes of density calculation; the confirming email is attached as Exhibit D. The resolution <br />includes a condition that if Met Council does not approve the CMP amendment, or if they do not approve <br />credit for 70 residential units, that would be cause to deny the project. <br />Engineering staff have also verified that the existing infrastructure can support the planned development. <br />Ultimately, the City Engineer will need to approve the final master plan documents. <br />4. Staff Recommendation. Staff recommends approval of the resolution. With City Council approval, <br />the resolution would be forwarded to the Met Council as a formal request to amend the Community <br />Management Plan. <br />COUNCIL ACTION REQUESTED <br />Motion to approval the resolution as drafted. <br />Exhibits <br />Exhibit A.
