REQUEST FOR COUNCIL ACTION <br />DATE: January 23, 2017 <br />ITEM NO: 7 <br />Department Approval: Administrator Reviewed: Agenda Section: <br />Name Jeremy Barnhart Ym_4 Planning Department Report <br />Title Community Development Director <br />Item Description: Senior Planner Vacancy <br />Summary <br />Senior Planner Mike Gaffron announced his retirement, effective May 31, 2017. To meet the customer <br />service goals, and to manage the planning workload, this or a similar position must be filled. Rather <br />than replace with a senior planner, Staff recommends hiring a City Planner, reducing the pay grade from <br />Step 12 to Step 11. <br />Senior Planner Gaff ron on currently completes the review of subdivisions, more complex land use cases, <br />and responds to citizen inquiries. The current city planner reviews building permits, land use cases, and <br />is a resource for resident and contractor questions. <br />Two staff planners would complete land use review, building permit review, citizen inquiries, and code <br />enforcement. The Community Development Director would handle more complex land use cases, <br />personnel management, code enforcement support, and special assignments from the Council. <br />Additionally, the Comprehensive Plan is due by the end of 2018, and all department members will assist <br />in the development of this document, with the Director as the lead. <br />The city planner job description is attached. The current starting salary for this position is $60, 651 with <br />a top salary of $75,065.90 which is based on our compensation study completed in 2015. <br />March 1 <br />Post application <br />March 15 <br />Application deadline. This allows 4 weeks to submit applications after posting. <br />March 15-24 <br />Review of Applications by the Committee. The Committee is proposed to be Jeremy <br />Barnhart, Adam Edwards, and Ron Olson. <br />Late March- <br />Interviews. I'm proposing the committee do the first and second round interviews late <br />early April <br />March and -and early April. <br />Mid April <br />Appointment. The committee would recommend the top candidate for Council hire. <br />May 1. <br />A start date will depend on the appointee's obligations to a current employer. The one <br />month overlap allows for training.
