My <br /> understanding of your use is that you would receive raw limestone, and cut it to the size requested by your <br /> clients. The raw material will be large stones arranged in an orderly fashion within an outdoor, screened yard, <br /> and maneuvered within the site with large forklifts and end loaders. By-products of water, dust, and scrap <br /> material will need to be managed on site. <br /> The Ordinance requires the Zoning Administrator to make a determination of Use, whenever a proposed use <br /> is not clearly defined as to its inclusion in the list of permitted, conditional, or accessory uses: <br /> Determination of use. Whenever a proposed use is not clearly defined as to its inclusion in the list of <br /> permitted, conditional, or accessory uses in this district, the zoning administrator shall make a <br /> determination. The zoning administrator may refer the item to the city council for a final <br /> determination, if desired. <br /> My understanding of your proposed use, limestone fabrication and finishing,falls under the general <br /> manufacturing or assemble category listed in the zoning code: <br /> Manufacturing or assembly of a wide variety of products that produces no exterior noise, glare,fumes, <br /> obnoxious products, byproducts or wastes, or creates other objectionable impact on the environment. <br /> These shall include the following: <br /> a. Manufacturing, compounding, assembly, packaging, treatment or storage of products and <br /> materials. Expressly prohibited activities shall include: the stockpiling and recycling of aggregate <br /> materials or supplies of more than 25 cubic yards. <br /> Of question are the issues of exterior noise, byproducts,and wastes. The site inspection conducted at Rex Granite <br /> on December 27th was informative, and while noise was minimal,there was noise observed when the doors were <br /> opened. You have indicated that your goal is to run the stone saw 24 hours a day, meaning the saw could be <br /> running when the doors are opened for shipping and receiving activities. The effective management of by- <br /> products seems to be the intent of the ordinance, details not provided as of this writing. <br />
