My understanding of your use is that you would receive raw limestone, and cut it to the size requested by your clients. The raw material will be large stones arranged in an orderly fashion within an outdoor, screened yard, and maneuvered within the site with large forklifts and end loaders. By-products of water, dust, and scrap material will need to be managed on site. The Ordinance requires the Zoning Administrator to make a determination of Use, whenever a proposed use is not clearly defined as to its inclusion in the list of permitted, conditional, or accessory uses: Determination of use. My understanding of your proposed use, limestone fabrication and finishing,falls under the general manufacturing or assemble category listed in the zoning code: Manufacturing or assembly of a wide variety of products that produces no exterior noise, glare,fumes, obnoxious products, byproducts or wastes, or creates other objectionable impact on the environment. These shall include the following: a. Manufacturing, compounding, assembly, packaging, treatment or storage of products and materials. Expressly prohibited activities shall include: the stockpiling and recycling of aggregate materials or supplies of more than 25 cubic yards. Of question are the issues of exterior noise, byproducts,and wastes. The site inspection conducted at Rex Granite on December 27th was informative, and while noise was minimal,there was noise observed when the doors were opened. You have indicated that your goal is to run the stone saw 24 hours a day, meaning the saw could be running when the doors are opened for shipping and receiving activities. The effective management of by- products seems to be the intent of the ordinance, details not provided as of this writing.
