MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, January 9, 2017 <br />7:00 o'clock p.m. <br />8. 16-3878 CITY OF ORONO TEXT AMENDMENT: EMERGENCY DOCKS — <br />ORDINANCE NO. 181 (continued) <br />The Planning Commission reviewed this request in November and at that time expressed some concern <br />with the requirements of the ordinance slowly being eroded. The Planning Commission ultimately <br />recommended approval of the ordinance allowing overnight storage as a conditional use. Barnhart noted <br />a conditional use application would require a public hearing and a review by the Planning Commission. <br />Staff recommends approval of the ordinance to allow overnight storage as a conditional use. Barnhart <br />noted one of the concerns expressed last year was the proliferation of docks on Lake Minnetonka but that <br />in his view the language contained in the resolution will limit that. <br />Seals commented the ordinance makes sense. <br />Walsh stated one of the concerns raised by the Planning Commission was whether some additional <br />research on whether this is the appropriate location should be done. <br />Chief Van Eyll indicated he reached out to the Mayor of Long Lake who has a contact at the Wayzata <br />Marina about the possibility of a boat slip at that location. Van Eyll stated he has not heard back from <br />him since the holidays. <br />Van Eyll noted Mayor Walsh had some conversations with Rich Anderson, the owner of North Shore <br />Marina, about the possibility of another location on the Tanager side. The drawbacks to the Tanager side <br />is the fact that there is a canopy over the boat that would prohibit the Fire Department from using the boat <br />at that location during high water or it would require the boat to be modified. Van Eyll stated other <br />locations looked at in the past included the corner to the east of Your Boat Club called Molly's Corner but <br />the water is fairly shallow in that location and would require the dock to be extended out quite a distance. <br />Crosby asked what the best spot would be if they were able to find an ideal location between the two <br />responding stations. <br />Van Eyll stated the best spot would be based on response times and where the majority of the action <br />occurs which is near the Arcola Bridge where the dock has been located in the past. Van Eyll stated that <br />would make the most sense but that renting boat slips or doing land modifications can be expensive. <br />Walsh stated moving forward, the next step for the fire department would be to speak with Hennepin <br />County about their request. Walsh commented he would be glad to help the fire department in working <br />with Hennepin County. <br />Van Eyll indicated he has put together some information on different response times and calls received. <br />Crosby asked what the average number of calls has been for the past several years on Big Island. <br />Van Eyll stated the Long Lake Fire Department did a study on previous calls not specifically related to <br />Big Island. From 2006 to 2015, the fire department received 66 calls for service where Boat 11 actually <br />went into service. In the last year and a half, there have been five calls for service, with the majority of <br />the calls happening over the 4' of July weekend. <br />Page 8 of 17 <br />
