Purpose. The purpose of this action item is to consider an amendment to the City Code making <br />schools a permitted use on lots 15 acres or more in the RR -IB zoning district. <br />2. Minnesota Statutes 15.99 Deadline. This application must be acted on by June 24, 2017 <br />3. Background/ Summary. Orono Public Schools is operating under a conditional use permit. Due to <br />the nature of conditional use permits, any change or expansion requires an amendment, and initiates the <br />public hearing process. These changes can include outdoor plazas, leaming areas, signage, building <br />additions, etc. The draft ordinance would allow schools, on property 15 acres or more in size, to be <br />permitted uses, negating the need for public hearings on improvements, with the exception of sports <br />lighting, as that has an impact on surrounding properties. Schools on lots less than 15 acres would remain <br />permitted as a conditional use. <br />4. Planning Commission comment. The Planning Commission discussed the amendment at their <br />meeting on May 151, their draft minutes are attached as Exhibit C. <br />5. Public Comment. No comments for or against the proposed amendment have been received. <br />6. Staff Recommendation.
