Old Crystal Bay Road, <br />Conditional Use Amendment <br />Public Hearing <br />Council <br />Exhibit D <br />17-3936 <br />Application Summary: The applicant is requesting a conditional use amendment to permit the <br />construction of an addition to the maintenance garage and after the fact approval for an <br />outdoor grill areas near an existing pavilion. <br />Staff Recommendation: Planning Department Staff recommends approval of the conditional <br />use permit amendments as proposed. <br />Background <br />Maintenance garage. The school district proposes to remove two small sheds, approximately <br />1400 sq ft, and replace them with a larger 64 by 96 (6144 sq ft) building to be connected to an <br />existing garage. The buildings will be metal sided, and match the existing structure. The <br />buildings will house ongoing maintenance operations of the school district property and <br />facilities. Also included in this project is paving the existing gravel parking lot, and adding 3500 <br />sq ft of asphalt in -front of the garage doors of the new building. <br />Outdoor kitchen. The school district, with the rotary, constructed an outdoor 'kitchen' adjacent <br />to an existing pavilion on the property in fall of 2016. Since the 'kitchen' is an expansion of the <br />building, a Conditional Use permit is necessary. The kitchen consists of an approximately 280 sq <br />ft patio, concrete counter, and a propane grill. <br />Applicable Regulation: Conditional Use Permit (Section 78-916) <br />The Planning Commission may recommend and the Council may grant a Conditional Use <br />Permit (CUP) as the use permit was applied for or in modified form. On the basis of the <br />application and the evidence submitted, the city must find that the proposed use at the <br />proposed location is or will be: <br />1) Consistent with the community management plan; The community management <br />plan guides the property for institutional uses. The school district operations falls <br />into this category. <br />2) Compliant with the zoning code, including any conditions imposed on specific uses as <br />required by article V, division 3 of the City Code; Schools are a conditional use in the <br />RR -113 zoning district, as are accessory uses. The kitchen is 177 feet from the closest <br />
