MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, May 8,2017 <br />7:00 o'clock p.m. <br />PUBLIC COMMENTS — Continued <br />Mattick stated even if it is moved to a new location, there will likely be a new neighbor expressing the <br />same concerns. Mattick stated he does not know if there is any land available that would not impact <br />anyone. Mattick stated the location makes sense and the land is owned by the state. <br />Walsh stated currently the crusher is on the street or in the right-of-way and that they can be asked <br />whether it can be moved four blocks away, which might help mitigate things. <br />Engleman stated he does not understand how they can just move in and take over. <br />Walsh noted the contractor had to have permission from the state to be on that site. <br />Mattick stated Staff will take a look at it but that it is doubtful the state is not aware of it. <br />Printup suggested the state also be infon-ned of the City's concerns, especially as it relates to the impacts <br />to residential neighborhoods. <br />Walsh stated the state is also looking at writing legislation to override the City's zoning ordinances as it <br />relates to wireless technology, with the City not having the right to issue permits or collect fees. Walsh <br />stated Orono would like to retain as much authority as possible. <br />Crosby commented placing it in a different area might also impact additional people rather than two or <br />three. <br />Cliff Otten, 2350 West Wayzata Boulevard, stated a week ago the dust was so bad people could not see <br />his property and the noise was so loud people could not hear. Since then the crusher has been moved out. <br />Two weeks ago the contractor shut off access to Highway 12 but a temporary access has been created that <br />will be open tomorrow or the next day. Otten commented Eureka seems to be willing to do whatever they <br />can to accommodate the businesses. <br />Otten indicated he had the same questions as Mr. Engleman. Otten stated he is not sure if they are going <br />to move the crusher back in and that he is not sure how they can set up a crushing operation in front of a <br />business. <br />Walsh suggested Mr. Otten provide the contact information for the people he spoke with to Staff. <br />Otten noted his Internet and phone lines have also been cut but that the contractor took steps to fix it. <br />Crosby encouraged the residents to support the local businesses as much as possible. <br />Richard Anderson, 3205 Crystal Bay Road, stated he wanted to commend the local fire departments for <br />battling the recent marsh fire near Maple Plain. <br />Page 4 of 34 <br />
