MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, May 8,2017 <br />7:00 o'clock p.m. <br />14. #17-3910 LAKE WEST DEVELOPMENT, LLC, 3245 WAYZTA BOULEVARD WEST, <br />INTERIM USE PERMIT: TEMPORARY USE FOR CONSTRUCTION STAGING. — Continued <br />Fretham noted this would be a recycling operation, and the closer you do the recycling to the activity, the <br />less fuel that is used and the fewer emissions. Fretham stated a number of cities are allowing the rock <br />crushing to occur closer to the activity since it cuts down on truck traffic and that he has done this type of <br />operation in much denser neighborhoods in St. Louis Park, Golden Valley, and Minnetonka. <br />Crosby commented it would also expedite the project if it is local. Crosby indicated he would not be in <br />favor of allowing other projects to come in and that it could be limited just specifically to this project. <br />Crosby stated the rock crushing activity would be better on the Eisinger property than in front of <br />someone's business. <br />Walsh stated they currently have the rock crusher right in front of Otten Brothers but that could be moved <br />in front of the apple orchard or the school at some point. <br />Dankey and Crosby stated the Eisinger property is less intrusive. <br />Walsh stated the goal is to have it as far away as possible from the businesses and residents. <br />Seals commented the City has not really pushed back against Mn/DOT and that the City can at least try to <br />discuss this with WDOT. Seals stated she is not enthused about having it in Orono at all and that she <br />would not want it next to her house or next to an apple orchard. <br />Dankey noted the residential development is happening right next to the apple orchard. <br />Walsh indicated he is in agreement with working with Mn/DOT but that the Council also needs to provide <br />some direction to Staff. <br />Mattick stated tabling it would allow Staff to speak with Hennepin County representatives and then Staff <br />could draft some language that could be either incorporated into a resolution or a letter. <br />Seals commented she would feel better about that and that she would not be happy if someone just <br />showed up next to her and started a rock crushing activity. Seals stated she would like Staff to speak with <br />Mn/DOT to see what can be done to help mitigate things. <br />Walsh stated that would allow the process to keep moving forward as well as allow Staff to obtain <br />additional information. <br />Dankey stated she would prefer the rock crushing not occur in downtown Long Lake but that she also <br />does not want both sites to be used. <br />Crosby stated he would like to get the storage and crushing away from the residents and businesses as <br />much as possible. <br />Mattick noted the highway project is being done in phases and that Mn/DOT would likely not be subject <br />to the City's permit. Mattick stated Staff will need to look into it a little bit. <br />Walsh commented it will be an ongoing process and that the Council will have to look at it periodically. <br />Page 16 of 34 <br />
