AGENDAITEM <br />Item No.: 15 <br />Date: May 8, 2017 <br />Item Description: #17-3931, Lake West Development LLC —'3580' Ivy Place <br />Sketch Plan Review <br />Presenter: Mike Gaffron, Senior Planner Agenda Planning Department <br />Section: Report <br />1. Purpose. The purpose of this action item is to review a sketch plan for a 2 -lot subdivision <br />and provide comments to the applicant. <br />2. Application Deadline. Rcvd. & Complete: 3/22/17 60 -Day Review Period: NA (No action required) <br />3. Background. This is a sketch plan for a proposed two -lot subdivision of a vacant property <br />located at the northerly end of Ivy Place on Casco Point. The property consists of 3 existing tax <br />parcels, which the applicants propose to reconfigure to result in two residential building lots, <br />each exceeding the 1/2 -acre minimum lot size of the LR- I C district. <br />Please review the attached Planning Commission memo and exhibits. <br />4. Planning Commission Recommendation. The Planning Commission reviewed this sketch <br />plan at its April 17th meeting. No vote was taken. Planning Commission's comments are <br />contained within the attached draft Minutes. <br />5. Public Comments. The sketch plan review process does not require a public hearing, and <br />there is no published notice nor mailed notification to the neighbors; however, it is not unusual <br />for interested members of the public to attend the sketch plan review and it is at the discretion of <br />the Planning Commission or Council to accept public comments. At the April 17 th meeting, Tera <br />White, adjacent property owner at 3560 Ivy Place, noted that her property sometimes floods and <br />she has concerns regarding how filling of the applicants' property would impact drainage, an <br />issue that will have to be addressed during the preliminary plat review process. We are also in <br />receipt of a letter from an attorney representing Mr. & Mrs. White which describes a number of <br />issues that need to be addressed — see Exhibit A. <br />Fire Dgpt. Comments. Chief Van Eyll has reviewed the sketch plan and suggested that due to <br />the difficulty of access to this site, he would recommend: <br />- the residences be provided with fire suppression sprinkler systems; <br />- no contractor parking be allowed on Ivy Place during construction; and <br />- it would be beneficial for emergency and service vehicles to allow a driveway wider than 8 <br />feet to serve the two homes (the distance from end of Ivy Place to the northerly proposed <br />home is approximately 250'). <br />6. Staff Recommendation.
