Conditional Use Permit Application <br />E. In order to allow the allow the 'Site to be used for staging <br />equipment, stockpiling materials. processing and recyding aggregate and biturriiiious <br />materials, and other construction adbyllies an Ordinance Text Amendment is requeuted. <br />Staging & Recycling <br />The Staging and recycling activities will occupy approximately 5 acres of the total property <br />(see aite plan). Accen to the site will be provided from Wayzata Boulevard (Highway 112 or <br />Old Highway 12) at the location established In the Elsinger Meadows Preliminary Plat. A <br />culvert per county specMcations will be installed and a gravel 4we 9 road at least 24'vdde will <br />be constructed. A temporary rock stabilization pad of 4-W of recycled 3" minus concrete will <br />be constructed to accommodate the re� <br />yding equipment. Two stockpiles, one for raw <br />materials and one fb.r finished materials wfil be located at efther and of the recycling <br />equipment, truck Vvfflo flowing countirclockwiae within the site. Lakewesi is currently working <br />with the MPCA to obtain peffrdsslon to fill an area that will Support a large visual and nolas- <br />screening berm along the westem and southeM borders; as a buffer to Hiqh%vay 12. The <br />proposed berm will later be seeded and landscaped as an amenity for the future development. <br />G. Recyclina & Processinq ODerations <br />The contractor operating the site during the CSAHII 12 PrOjW Will be responsibie for <br />• lndallin'g and maintaining access to the site In accordance with local governing <br />authorities <br />• Furnishing and maintaining erosion contmi devices as specified by local governing <br />aixthorlties; <br />Providing sweeping and dust control services as specified by local governing <br />authorities, County and/o� land owner <br />Providing Mo control as dkected by local municipality and/or County <br />Providing temporary and final turf establishment as required by local governing <br />authorities <br />Main taining a safe and clean construction site as directed by contractor's in-place <br />safety program <br />Establishing hours of operation in conformance with local municipality <br />Establishing a fighting photornetric plan as directed by local municipalKy and/or <br />County (if required) <br />H. Reclamation Plan <br />At the conclusion of the CSAH 112 Project ancl/or other recycling PmJ8CtS, the site will be <br />restored to the same. or better, condition as it is now. The temporaffy rock stabilization pad <br />and stockpilea YAII be removed and thi3 (potential) large perimeter berm will be seeded and <br />landscaped.
