STATE LEGISLATURE UPDATE — SENATOR OSMEK
Senator Dave Osmek addressed the City Council regarding the 2016 legislative year. Osmek noted he is
the chair of the Energy and Utilities Committee and also serves on the Transportation Investment and
Local Government Committees.
Osmek stated since he was here last, Highway 12 was reopened with the jersey barriers and that he will
continue to work on improving Highway 12. Osmek stated additional funding for Highway 12 is
included in the transportation and bonding bills and that he is hopeful they can get it through in this
session. Osmek noted the Senate has a bonding bill but that the House currently does not. Osmek
commented he is optimistic they can get the transportation bill out of committee and that he will be
advocating for the Highway 12 improvements. Osmek noted there are a certain number of people that do
not believe in earmarking transportation funds but that he considers it a public safety matter.
Osmek indicated he has also been working on small cell technology guidelines with the telecom
companies and the League of Minnesota Cities. Osmek stated involving the League of Minnesota Cities
is important on this bill because they are representing the cities' right-of-ways where the telecom
companies want to install 5G. Osmek stated going from 4G to 5G is a huge jump in technology and that
the equipment will be installed within the rights -of -ways, which are governed by each city's permitting
process. Osmek stated it is important for each city to be able to obtain control over their rights -of -ways
rather than allowing the telecom companies unfettered access to that area.
