Provides for greater flexibility into what is required for a permit. <br />Requires property comers to be located, not necessarily the pins, the removal of which is not <br />uncommon. <br />Barnhart stated there is some risk that the improvement could be located in the wrong location without a <br />non -certified site. In addition, allowing uncertified site plans is expected to ease the permitting process <br />but may also increase impacts on adjacent properties, especially in areas where the lots are small. If the <br />Council is comfortable with that trade-off, Staff recommends adoption of the ordinance as drafted. <br />Dankey asked whether this will cause more work for Staff. <br />Barnhart stated it will require different work on the part of Staff. Currently Staff works with the applicant <br />to develop adequate surveys or comprehensive plans, and the hope is that that time will be shifted into <br />actually reviewing the building permit. <br />Walsh stated the goal is to make the permitting process easier for people and that there currently is no <br />flexibility with surveys regardless of the cost of the project. Walsh stated this ordinance will allow some <br />flexibility on smaller projects and be less of a financial burden. <br />Printup stated requiring an expensive survey on a $500 deck does not make sense and that this is a good <br />change. <br />Printup moved, Seals seconded, to adopt ORDINANCE NO. 189, Third Series, an Ordinance <br />Amending the Code of Ordinances Pertaining to Surveys and Site Plans, When They Are Required, <br />and the Review Process. VOTE: Ayes 5, Nays 0. <br />21. #17-3921 CITY OF ORONO, TEXT AMENDMENT: ESCROW AGREEMENTS AND <br />FINANCIAL GUARANTEES — ORDINANCE NO. 190, Third Series <br />Barnhart stated the purpose of this item is to amend the ordinance to modify the requirements for <br />financial guarantees and escrows. City Code currently requires a security in the amount of 125 percent of <br />the value of the improvements for site plans, which could imply that the City is either completing or <br />guaranteeing the work, which the City will not do.
