MINUTES OF THE ORONO CITY COUNCIL MEETING Monday, April 10, 2017 7:00 o'clock p.m. 11. STATE LEGISLATURE UPDATE — SENATOR OSMEK (Continued) Mattick asked whether cities would be required to install the equipment on their poles. Osmek stated that would be covered under the City's permitting process, which would allow the City to pick the color of the equipment and also limit the amount of equipment on each pole. Osmek noted there were also some reverse referendums that were being discussed but they have not gotten much traction at this point. Osmek stated incorporating a reverse referendum into a city's budget would be very difficult and that it is important to understand the ramifications. Seals commented the Metropolitan Council was brought up by a number of residents during the campaign season. Seals asked whether there are things that people are doing to try to change of the scope of the Metropolitan Council. Osmek stated the Metropolitan Council was created back in the 1960s to deal with the sewers but that their duties have slowly expanded over the years to deal with buses, housing, trains, and water treatment. Osmek commented there are a lot of different options to deal with the Metropolitan Council and that they will need to be explored and discussed further. Walsh commented the Metropolitan Council is the only governing body in the country that does not have elected officials on it. The City Council thanked Senator Osmek for his legislative report.
