Purpose. The Ordinance as drafted would permit the placement of low structures (retaining walls and <br />planters) in side yards, and alter the permitting requirements for grading. <br />2. Minnesota Statutes 15.99 Deadline. Not Applicable. <br />3. Background/ Summary. The Council, at their meeting on March 13, 2017, directed the City <br />Attorney to 'wordsmith' the proposed language to include retaining walls, planters, border stones, and <br />similar landscaping features. The City Attorney has indicated recommended changes, illustrated in the <br />attached Exhibit A. <br />4. Staff Recommendation.
