AVV <br />ftgl� RELUEST FOR ACTION <br />Long Lake City Council <br />C I T Y 0 F <br />LONGLAKE MEETING DATE / March 7,2017 Agendaltern No.7 <br />Subject: Annual Seasonal Use Permit Application by Long Lake Rowing Crew for Use of <br />Long Lake <br />Prepared By: Jeanette Moeller, City Clerk Staff Initials: <br />Recommended Cily Council Action <br />Staff recommends the following motion: <br />Motion to authorize the Hennepin County Sherifrs Office Water Patrol to issue a Seasonal Use Permit <br />to the Long Lake Rowing Crew rowing club for use of Long Lake in 2017, contingent upon the <br />applicant meeting all conditions of permit issuance imposed by the issuing agency. <br />LNEervipff I Mgkground <br />The Long Lake Rowing Crew (LLRC) has made their annual application to the Hennepin County <br />Sheriffs Office (HCSO) Water Patrol for a Seasonal Use Permit to continue using Long Lake for their <br />seasonal rowing practice and organized group coaching from April 1 or "ice our through October <br />31, 2017. During their season, the LLRC proposes to use the lake as follows: <br />Mondays through Thursdays from 8:00 am to 11:00 am, and 3:30 pm to 5:30 prn (no morning <br />practices during the school year); <br />Three evenings during the week from 6:00 pm to 7:30 pm for adult coaching groups; <br />Saturdays from 7:00 am to 12:00 noon; and <br />No LLRC organized group coaching or group practice on Fridays or Sundays. <br />As part of their permit process, HCSO Water Patrol requires that the cities bordering the impacted <br />lake given their authorization for Seasonal Use Permit issuance. The LLRC will be seeking <br />authorization for approval of their seasonal lake usage permit request from both the cities of Long <br />Lake and Orono, in order for HCSO Water Patrol to issue a permit. <br />At their January 17, 2017 meeting, the City Council voted to adopt Ordinance No. 2017-02 allowing <br />rowing club facilities as a conditional use in the B-3 Lakeshore Business District; and to adopt <br />Resolution No. 2017-06 approving a conditional use permit to allow rowing club facilities for the <br />LLRC on the property located at 1310 W Wayzata Boulevard, Birch's on the Lake. Conditional use <br />permit approval included the following conditions: <br />13. Use of the property and Long Lake for rowing club purposes shall be limited to the hours of <br />8 a.m. to 11 a.m. and 3:30 p.m. to 5:30 p.m. Monday through Thursday, 7 a.m. to 12 p.m. <br />on Saturday mornings, and up to three evenings per week an evening rowing session for ten <br />to fifteen adult rowers from 6 p.m. to 7:30 p.m. No morning practice will take place Monday <br />through Thursday during the weeks when Independent School District 278 schools are in <br />session. <br />14. Any events or regattas hosted by the Long Lake Rowing Crew must go through the proper <br />special event permitting process and obtain all required permits. <br />Financial Impact: $ Budgeted (Y / N)?
