MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday March 13,2017 <br />7:00 o'clock p.m. <br />4. FOX STREET REHABILITATION — APPROVAL TO SOLICIT BIDS — Continued - <br />Edwards stated the road would be similar to what was done on Watertown Road. <br />Crosby asked if the gravel shoulder is also needed for runoff. <br />Martini indicated the shoulder is not necessarily needed for the runoff but that it does help to protect the <br />edge of the pavement. Martini stated the biggest issue with the drainage is to get the water away from the <br />roadway, and where there is not much room on the side of the road, some curbing is being proposed. <br />Walsh asked if both dates could be put out there for bid to see whether there will be a cost difference. <br />Martini stated they can do that. <br />Walsh stated it would also be nice to include the intersection of Willow and Fox as it extends north and <br />south on Willow. <br />Edwards stated they did build in some capacity to field engineer that intersection. Edwards stated they <br />are also looking at patching the top layer of pavement at Old Crystal Bay just north of Fox. <br />Seals commented there really is no debate that the road needs to be done. <br />No public comments were received. <br />Reeder asked if they would need to have an alternate bid for the different completion date. <br />Martini stated there would be a Bid A and a Bid B with two different completion dates. <br />Walsh stated it is a long section of road and that the City will try to get the work completed as quickly as <br />possible. <br />Crosby commented weather will likely have a lot to do with when the project can be started. <br />Seals moved, Printup seconded, to authorize the solicitation of bids for the Fox Street project and to <br />establish a substantially complete date for the project of either August 4 (Bid A) or September 1 <br />(Bid B). VOTE: Ayes 5, Nays 0. <br />*5. APPOINTMENT OF 2017 SEASONAL EMPLOYEES <br />Printup moved, Seals seconded, to approve the hiring of the seasonal employees as outlined in <br />Staff's memorandum dated March 13, 2017. VOTE: Ayes 5, Nays 0. <br />6. SAGA HILLS PARK PROJECT <br />Edwards stated this item relates to a proposal from the Orono Park Commission to conduct an <br />improvement project at Saga Hills. The Park Commission has identified Saga Hills as a focus park for <br />2016 and 2017. <br />Page 3 of 32 <br />
