#17-3904 <br />21 Feb 2017 <br />Page 7 of 7 <br />Engineer Comments <br />The MCWD will be reviewing the project from a floodplain impact standpoint. The Building Official <br />will assure that the engineering specifications required within the floodplain regulations are met <br />as part of the building permit review. <br />Public Comments <br />To date, no public comments have been received. <br />Issues for Consideration <br />1. Does the Planning Commission find that that the property owner proposes to use the <br />property in a reasonable manner which is not permitted by an official control? <br />2. Does the Planning Commission find that the variance(s), if granted, will not alter the <br />essential character of the neighborhood? <br />3. Does the Commission find it necessary to impose conditions in order to mitigate the <br />impacts created by the granting of the requested variance(s)? <br />4. Are there any other issues or concerns with this application? <br />Planning Staff Recommendation <br />Planning staff recommends as follows: <br />1. Approval of the guest house CUP with the standard covenants; <br />2. Approval of the CUP to permit the guest house to be constructed on helical piers within <br />the floodplain; and <br />3. Approval of the average setback variance for the construction of the new guest house <br />cabin. <br />Additionally, if the planning commission finds practical difficulties relating to the floodplain, <br />topography, and layout of the property exist; that the property offers sufficient surface water <br />infiltration opportunities; and that the stoop within the 75 -foot setback will not create a visual <br />obstruction, approval of the setback and hardcover variances maybe appropriate. Iftheplanning <br />commission does not find practical difficulties supporting the stoop location, a denial <br />recommendation would be appropriate. <br />List of Exhibits <br />Exhibit A.
