MINUTES OF THE <br />ORONO PLANNING COMMISSION <br />Tuesday, February 21, 2017 <br />6:30 o'clock p.m. <br />limited with regard to the building envelope. Kirchner stated by purchasing the adjoining property, it will <br />help square off the lot and eliminate some of the future complications with the building pad. <br />Landgraver stated it is a reasonable solution to a challenging problem. <br />Thiesse commented it will still be a challenging lot. <br />Chair Thiesse opened the public hearing at 7:19 p.m. <br />Dennis Libby, 1000 Heritage Lane, stated he would like to compliment Staff for making the very prudent <br />recommendation of approval. Libby stated this is a prime example of adjoining neighbors cooperating <br />and doing something constructive to solve a problem. Libby stated he would recommend strongly that <br />the City approve the variances and allow a home to be built on the site. <br />Libby noted under issues of consideration in Staff's report there is a difference in elevation that has not <br />been addressed by the architectural drawings or platting. Currently there is a 40 -foot drop between the <br />upper lot and where the building pad is on this lot. Historically that drop has caused a lot of water during <br />heavy rains to collect on the road surface. Libby stated the drainage system has not been very well <br />maintained, and when it does not work correctly, the water drains under and over the road to a private <br />property and then down to a community pond. When that is working properly and maintained, it works <br />very well, but when it is not, there is a lot of standing water on the roadway, which causes issues with <br />freeze/thaw and traffic. Libby stated he would suggest the City review that drainage to ensure it is <br />working properly as part of this application process. <br />Curtis noted the applicant is not proposing to develop the site at this time, but at the time a structure is <br />proposed for the site, the City Engineer will be reviewing the plans and drainage. <br />Chair Thiesse closed the public hearing at 7:23 p.m. <br />Schoenzeit commented the application looks fine and is more administrative in nature. <br />Landgraver moved, Leskinen seconded, to recommend approval of Application No. 17-3900, Scott <br />Kirchner, 1090 Heritage Lane, granting of a lot area variance.
