Have the applicants described the business and how it will operate at this site to the satisfaction <br />of the Planning Commission? <br />3. The applicants should address the apparent need for as many as 30 parking stalls — is this accurate, <br />or are there other factors that reduce this number? <br />4. How will this use affect future development of the remainder of the site? <br />5. Are the proposed outdoor play areas appropriately located? Should the City require as a condition <br />that the 50 s.f. per pupil City standard be enforced, or should the City defer to the state license <br />standard? How critical to future development of the site are the parking stalls being converted <br />to play area? A detailed diagram of how the play areas will be demarcated should be required. <br />6. Does the use require signage other than use of a portion of the monument sign and a small <br />identification sign at the entry door? <br />7. Is the applicant comfortable with the existing Wayzata Boulevard access situation on a temporary <br />basis? <br />8. Is the property owner intending to complete required overall site improvements, and on what <br />timeframe? <br />9. What additional amenities or improvements are associated with this use that have not been <br />discussed? <br />10. Does the property owner know whether easements exist for access across the adjoining <br />property at 2120 Wayzata Boulevard? <br />11. Does the Commission find it necessary to impose additional conditions in order to mitigate <br />the impacts of the use? <br />12. Are there any other issues or concerns with this application? <br />Staff Recommendation <br />If the Planning Commission concludes that this site is appropriate for the proposed daycare use, <br />staff would recommend as a minimum the following conditions: <br />a. Applicants to provide detailed plans with regard to the outdoor play areas, which should <br />be designed to meet State of Minnesota licensing standards. <br />b. Prior to occupancy, the final lift of bituminous to be installed and the parking lot striped <br />per the approved site plans, and dumpster screening be constructed. <br />c. A signage plan meeting City requirements to be submitted. <br />d. Property owner to provide a detailed schedule for completion of required site <br />improvements. <br />
