RECEIVED <br />October 4, 2016 OCT Q 4 2016 <br />Christine Mattson , <br />Planning Assistant, City of Orono <br />Subject: Neighbor Concerns, Land Use Applications Request, #16,3875, <br />Pillar Homes - (WindmillerBlasko), 3295 Crystal Bay Road. <br />Dear Ms. Mattson: <br />My wife Joan and I reside at 3255 Crystal Bay Road, neighbors to the 3295 Crystal Bay Road. property. <br />We view the proposed re -build project as a positive move for the anticipated neighbor and the <br />neighborhood. That said, we do have three concerns associated with project construction traffic matters <br />which must be addressed prior to City of Orono approval. <br />As a background, the access to the property is somewhat limited to a private drive to be shared by Pillar <br />Homes - (WindmillerBlasko), with Wolfe, and six other parties. This "driveway" is on land owned by <br />Hennepin County, (Dakota Rail Trail), under lease to the eight property owners, through the gracious <br />actions of the City of Orono, with lease funding provided by the affected property owners. This road is <br />narrow, un -improved, gravel, and somewhat suspect as to weight carrying capacity when a project of this <br />magnitude is contemplated. <br />Areas of concern, all viewed as responsibility of the applicant, are as follows: <br />1. Private drive access must be clear 24/7. Individual owner access is desired and expected, but more <br />importantly - our fire hydrants are only accessible from the drive. <br />2. Construction parking must allow for access and not occupy private properties, (or leased), during this <br />project. <br />3. Any degradation to the drive and/or properties must be restored to "as -is" condition at project start <br />upon completion. <br />These written comments are submitted as solicited by post card Notice received October 3, 2016.
