curbside recycling and 2) curbside organics recycling. SCORE funds are based on revenue <br />received by the State of Minnesota from the solid waste management (SWM) tax on garbage <br />services. SCORE funds are subject to change based on the SWM tax revenue received by the <br />state and funds allocated by the legislature. Funds distributed to municipalities for the current <br />calendar year will be based on SCORE funds received by the county in the states corresponding <br />fiscal year. <br />II. Recycling <br />A. Allocation of Funds <br />The following formula will be utilized to determine a city's recycling SCORE grant each year. <br />Percent of SCORE funds allocated to curbside recycling: <br />2017 <br />80% <br />2018 <br />70% <br />2019 <br />60% <br />2020 <br />50% <br />City recycling grant calculation: <br />Number of households with <br />curbside recycling in city <br />Total number of households <br />with curbside recycling in <br />county <br />Total SCORE <br />X Funds available <br />for recycling <br />Recycling grant <br />amount available <br />to the city <br />Eligible residential households are defined as single family through eight -plea residential <br />buildings or other residential buildings where each housing unit sets out its own recycling <br />container for curbside collection. The number of eligible households will be determined by <br />counting the number of eligible households on January 1 of each funding year. The city will <br />report the number in its application for funding. <br />B. Application for Funding <br />Each municipality must complete an annual grant application by February 15 to receive funding <br />for that year. The application consists of a web -based report and a planning document provided <br />by the county. The web -based report asks for contract, program, tonnage, and financial <br />
